First I would let voiceover read the message. Next press shift vo c to copy the text of that message. Next go in to a text field for a example choose reply and reply again to get in to the text field where you reply to a message. then switch the rotor to edit and then press the down arrow to get to the paste option and then select with the up and down arrow keys together. You can also paste with command v.
