If you Google "iOS 8.1.3" you will find plenty of articles which point out that this update is a minor update which was released to fix 2 major issues:
1. After installing this update you will not require as much free space on your iOS device when new updates are released in the future 2. There has been an issue for some people entering passwords for iMessage and Facetime. Just keep the emails to Apple accessibility coming and complain about the Safari issues and the problem we Voiceover users have with not being able to move most apps in the bottom row and of course any other issues you can think of.
