I have had some success by moving an app from another page to the page where I want to move something out of the bottom row. If the bottom row is full, moving the app to that page seems to put it in the bottom row by default, and moves an app out of that row to another page.
Once the app that was originally in the bottom row is now on another page, it can be moved where you want, although this can get a bit tricky. I hope that made sense. Anyway, I have managed to get apps where I want them, but it is certainly an annoying bug.
