Is there a work around solution if I need to move those apps to other location? 
I can delete them, but haven't had any way to move them.

Hi. This is a well known bug. To work around this, simply double tap and hold 
an app somewhere else on the screen and then you can delete the app on the 
bottom row. HTH.

Hello, everyone.

I am using an iPhone 5 running iOS 8.1.3, and I'm having trouble
deleting any app on the last row of the second page of apps.  I'm
referring to the row of apps just above the page indicator and the
dock.  If I double-tap and hold any app's name, I do not enter screen
editing mode; thus, I cannot delete the app in the conventional way.
Deleting apps in other rows work just fine.  Of course, once I have
entered screen editing mode by double-tapping and holding any app icon
not in the errant row, I can delete apps in the last row as well.  Can
anyone confirm this behavior?  Very odd, I know.  <grin>
