I have never seen any GPS app or the Flashlight draining the battery at 1% a minute, that would mean that a full charge is down to 10% in an hour and a half. I would try a reset all settings or a restore after you do a backup, but if that doesn’t help then yes, most likely something is wrong with the phone.

Check to see if your flashlight isn't on. This can also cause this type of drainage.you can always go to settings, general, reset and select reset all settings. This will reset all settings without removing any data. Do not select reset all settings and content as this will restore your device causing you to lose everything unless you have a iCloud back up.
