Thanks for the tip but that's already been done & double checked , if
I understand it correctly from the article.
Once again:
Under Settings and Touch ID, the on/off toggle for iTunes and App
Store is set to off, and has been forever. All my purchases are
confirmed using my Apple ID password.
But, when I then go to Settings, and the iTunes and Apple Store item,
I have the incongruent statement, "Touch ID is enabled for all
purchases." This is labelled as a footer, and occurs right below the
button item for my Apple ID. I assume this is where the new choices
would be for acquiring free apps without entering a password.
I've rebooted my phone, which is a 5s, with no change.
So, again, any suggestions to help me? Am I missing a step?

that the Password Settings go back to what they were. I thought one
could enable free downloads without password yet still use Touch Id
for paid purchases or in-app purchases, but it seems it's either using
Touch Id for those as well as for free downloads or have free
downloads without password and having to type in one's password for
paid apps/in-app purchases.
