Hi, He can't as far as I'm aware. It doesn't really make a difference these days though; a few years ago software unlocks were common (especially with the 3GS) and you would have problems if you attempted to upgrade iOS, but again as far as I'm aware there hasn't been a software unlock for a long time now.
