It's up to you, really. If you never use iCloud to sync data and documents, you're fine. If, however, you sync between, say, a Mac and your iPad or an iPad and an iPod Touch, you must enable or disable iCloud Drive on all devices. Put another way, iCloud Drive is not backwards-compatible with anything else. You have to use it on all devices, or none of them. If everything you have is on iOS8 and/or Yosemite (for the Mac) you can enable it on all devices and be just fine. If not, leave it off.
