If my suggestion doesn’t work, you might want to try things other than filtered files. I think I tried this once and it didn’t work. I think Safari may need the folder that goes along with the individual HTM file. I don’t remember what the other two options are in Word when you create the file, but you might try them and see if they work.

I've tried saving this document as a filtered html file as I used to do on my Stream for navigation purposes but so far I've been unsuccessful in finding an app to open it in with which I can navigate to headings with the rotor.
