Well, in this particular case with the 2015 NFB national convention agenda, the pdf file does contain a contents tab which is nice for viewing the various parts from within Dropbox but you can't navigate by rotor headings in it. Also, reading the various parts of the pdf file doesn't work nearly as easily in Dropbox as does the filtered html version I created.

The good news is that when I double tapped on the filtered html agenda within Dropbox, that it opened in the Dropbox reader and I have access to the headings with the rotor. So your guidance provided me with what I wanted to accomplish.
