I feel exactly like you and won't be jumping on the iOS 8.4 upgrade until
I'm sure I'll still be able to run iTunes 11.x on my Windows desktop. I
figure it's inevitable at some point that Apple will force me to upgrade
iTunes if I continue to upgrade my iPhone but I will resist as long as
possible.

I tend to be a lot more interested in retaining access to what I have and
know as opposed to obtaining access to some new feature set offered by an
upgrade that very often seems to mess up my functioning apps. And I pretty
much already own the music I enjoy and am not a fan of streaming it.

Time will tell indeed. And yes, you will be able to opt out of the
subscription at any time. You do this by turning off autorenewal in your
iTunes account, like you would do to opt out of iTunes Match subscription as
of now.
