Yeah, I'm running a 4S and get the skipping problem also when going through a 
list.

  I've had that skipping problem when swiping through a list of email messages 
in the native mail app ever since iOS 8 and its updates were released. Even 
though I've yet to update to version 8.4, I still get this skipping with ios 
8.3 and have written apple accessibility about it.
