Sorry to be that person, but I haven't been experiencing this, and I've been on iOS 8.3 for a while, and iOS 8.4 for about three days now. Everything seems to be working fine, at least in Mail. I haven't opened up Twitterrific in a while, so I'll have to go see if it's happening there.
