I am not seeing it myself in 8.4, and I don't recall anyone else talking
about it before the 8.4 release. I'd strongly suggest reporting it to
Apple accessibility though. There may be a 8.4.1 before September, and
even if there isn't, you don't want to assume someone else has already
reported it and therefore it'll get fixed in IOS 9. It's not that hard
to report it, and the more people who do, the more likely it is that
it'll be fixed in the next version of IOS.

this on both an iphone 5, and an iphone 6.
So it is not specifically an ios 8.4 bug. It is more of an ios 8 bug that
has not yet been fixed.
If you have already tried a hard reset by holding down the home and power
buttons, the only other thing you can try that I know of is a restore from
a backup, but since the bug does exist, there is not really nothing that
you can do to make it go totally away.
Hopefully it will be fixed in ios 9 in the fall.
