I haven't found an app yet that incorporates written and spoken words. I found a pretty accessible dictionary called Teach Me Gaelic, which is for Irish. I also found a YouTube post of a BBC program on Scots Gaelic. It really also depends which language you want to learn. Welsh is from a different Gaelic branch than Scots and Irish, and Scots and Irish are different enough from each other that you might want to stick to one or the other. (We won't even go into Manx :) ) I think it would be great to have Irish, Scots, or Welsh voices in iOS.
there's a Scots online school in Nova Scotia that I found out about as well. I don't know if the apps they use are accessible. Sorry I can't be of more help.
