It looks like you are doing it the right way. So the music app confirmes that 
the songs are added with something like «added to playlist» announcement. Just 
for trying something, hit power off and the menu button at the same time, hold 
it until the iPhone restarts. It is a soft reset of the iPhone. Nothing 
dangerous.

As the subject says I am having trouble adding songs to a playlist in
Apple Music. The playlist is for songs on my phone. I have reported
this to Apple Accessibility with no resolution. I created two
playlists on my phone, 1 which has all of my downloaded music and one
which is much smaller and has worship/praise songs. The worship
playlist for a long time had 33 songs and I was not able to add any
songs to it no matter how many times I tried. After iOS 8.4.1 was
released, the worship playlist went up to around 70 songs but I
haven't been able to add any more. I recently deleted a couple of
songs from the list and tried to add one but no matter what I do
nothing is added. All this time, I am told that the songs were added
but then when I back out of the playlist and go back into it, I am
still told that I have 70 songs. To add songs to my playlist, I am
using both of the following methods: searching for the songs in my
collection from the larger playlist, using the actions rodar item to
find more, then selecting add to playlist and choosing the worship
playlist. I am also hitting the edit button within the worship
playlist and choosing the songs from there, and then swiping up/down
in the actions rodar till I hear "add songs to playlist" and double
tapping that.

I am totally confused and frustrated as to why this is not working.
Sometimes I have tried to add between 10 and 15 songs to the worship
list, and even though I am told they were added, the total number
still says 70. Anyone have any ideas? For perspective, my larger
playlist with all of my music has around 1700 songs, so it can't be
the number of songs in the smaller playlist. Using iOS 8.4.1 on an
iPhone 6.
