Hi DJ. To download Alex, go to settings, General, accessibility, Voiceover, speech and select your default dialect. There you'll be able to find Alex. Once it's downloaded, toggle Voiceover off and on and you should be good to go. I doubt that Apple would have that little fact in their article.
