It seems in the latest iOS 8.x update, you do not need to toggle VoiceOver on 
or off. However, this seems to be an intermittent and difficult to reproduce 
problem. On one iPad Mini 2, for example, Alex was activated immediately. On 
one iPhone 5s, however, he wasn't and VoiceOver had to be toggled off and back 
on for him to be activated.
