Hi, You can still use the latest iTunes to turn on VoiceOver. Go to your iPhone 
button in iTunes with your phone connected obviously. Tab past the treey 
without changing it to apps or anything else. Keep tabbing and you will get to 
accessibility options. There is a check mark for VoiceOver.

You can also ask Siri to turn on VoiceOver.

Not sure if it is possible as i have not activated VoiceOver on an iPhone with 
that method. Out of the box, you can power on the device and triple click the 
home button to toggle on VoiceOver.
