Hi, You can still use the latest iTunes to turn on VoiceOver. Go to your iPhone button in iTunes with your phone connected obviously. Tab past the treey without changing it to apps or anything else. Keep tabbing and you will get to accessibility options. There is a check mark for VoiceOver.
You can also ask Siri to turn on VoiceOver.
