If you restore from an encrypted backup that was done with Voiceover enabled on 
the old phone it will also be enabled on your new phone. It is just a setting 
which is part of the backup.

Wayback in the dark ages, technologically speaking, when you got a new iPhone, 
if you wanted to turn on voiceover, you would connect the phone to the computer 
running iTunes and do it there. I haven't done that in a long time, and I 
understood from  somewhere that this capability is actually absent now Is that 
true? I ask because I intend to do a full encrypted backup of my phone to my 
mac running on iTunes prior to getting my new phone. Then you're supposed to 
immediately connect the phone to The computer running iTunes and commence the 
set up there using your computer. That should be easy enough. But at the end, 
do you turn voiceover on in iTunes? Or do you take the phone off and tell Siri 
to turn it on and hope you're in the right place? Just curious.
