Did you try closing it in the app switcher and reopening it? Also, if that doesn’t work, you might try resetting your phone by hpolding down the home and power buttons for about 15 seconds.

It just makes the sound as though it was opening then returns to the screen where it was launched from. It is in App switcher but when I click on it there it returns to the screen where it is located.
