Hi,

I'm quite sure the update is available everywhere at the same time. I've never 
heard of one being available in some parts of the world but not others.

When you try to update on the phone, be sure to explore the screen by touch, 
not just flick, as often it's not possible to flick to the update button. Maybe 
the button you found was dimmed because you hadn't agreed to the terms and 
conditions. There are two screens where you have to choose Agree buttons before 
the update will start.
