This is correct. iOS works out if iMessage can be used or not. I just sent an iMessage to a friend and my iPhone figured out that this person can receive iMessages. When I chose a person from my contact list that I know do not use a iOS device my iPhone figured out that this contact can only receive regular text messages. Be aware that iMessages is a iOS feature which means all i-devices can send/receive such messages, it's not a iPhone only feature.
