I don't think the price is prohibitive, it is just a matter of how important it is to an individual. If someone had a large collection of brf files and either no longer could read braille, or would rather now listen to them, that is not a bad price to pay for access to files a person already has. But, if someone just wants access to listening to books, there are too many great options already out there. If there are braille files available and no audio files for that same book or even plain text files that could be read elsewhere, then someone might be more than happy to pay $14.99 to get access to them. That is a lot cheaper than buying printed books, or spending the time and money to take a bus or drive a car to a library.

I might use an app to audibly read Braille files to me if that app were a few dollars. However, $15 for an app is a little high for what the app does or is expected to do, especially when I can read Braille files in other apps that do not cost as much.
