This is truly an off the wall suggestion, but try toggling the onscreen keyboard so it is visible then type and see what happens.
That was part of the crazy sequence that got my AmazonBasics keyboard back to working. Makes no sense, but I’m not going to question it since it seemed to work in my case. This has got to be one of the more random bugs Apple has come up with. I thought forgetting then re-pairing with my external keyboard fixed the problem. Then, I toggled Voiceover off and back on, and things broke again. Rebooting my phone fixed the probem allowing me to use the keyboard again. But here's where it gets strange and quite frustrating. I thought at this point I had come up with repeatable steps to break then fix this issue. Forget/re-pair with device fixes, and turning VO off and back on breaks it. Reboot phone to fix. But, running through that procedure to check its repeatability caused things to break again. Nothing I do is restoring functionality with my keyboard again, not re-pairing, not rebooting.
