I've submitted reports to the beta program, both under Bluetooth, and under Accessibility. Hopefully that will get someone's attention.

What Apple Accessibility told me was to toggle the screen curtain, as odd a suggestion at it sounds. If that doesn't help, lock then unlock the phone.

hmm not here it isn't.

I thought forgetting then re-pairing with my external keyboard fixed the problem. Then, I toggled Voiceover off and back on, and things broke again.

Rebooting my phone fixed the probem allowing me to use the keyboard again.

But here's where it gets strange and quite frustrating.

I thought at this point I had come up with repeatable steps to break then fix this issue.
Forget/re-pair with device fixes, and turning VO off and back on breaks it. Reboot phone to fix.
But, running through that procedure to check its repeatability caused things to break again. Nothing I do is restoring functionality with my keyboard again, not re-pairing, not rebooting.
