If what one reads online is any indication, the public release of 9.1 won’t happen until the iPad Pro release in November. I doubt I am breaking NDA rules by repeating what one can read online on many websites and hear repeated in about all iOS related Podcasts. Apple just released the third beta version of the 9.1 Beta and in the last year or so it’s not uncommon that they have 5 or even 6 beta releases. It was just released this afternoon, so it probably wasn't available when you checked for updates in iTunes.
