If you restore from an iCloud backup your home screen layout, folders and pretty much all settings will be restored. Unfortunately I think this also includes whatever restrictions you had set. I usually restore from an encrypted iTunes backup, but assume an iCloud backup is the same. When I just got my new 6S and restored my encrypted 5S backup, a restriction I had set to turn off the Connect feature in the music app was restored as well along with the password I had set to get into Restrictions. I don’t think it does any harm to try multiple passwords for accessing restrictions, it’s not like when you turn on to erase your phone after 10 failed attempts to enter the phone’s unlock passcode. If you want to get around the restriction by resetting the phone, then you will have to set it u p as a new phone and yes, that means to download all your apps again, create your folders and how you have your apps arranged, set up your email account(s) and so on. You will also loose any text messages you have on your phone and will have to sync any music or ringtones you may have had on the phone before. It is definitely a bunch of work, but doing this from time to time can also be a good thing.
