It's all up to how you configure things. If you're using POP3 on one
device and IMAP on another then you can definitely get the same messages
downloaded to multiple devices. The key is that if you're using POP3
then you want to think through your settings. This is true whether
you're using POP3 alone on multiple devices or POP3 in conjuntion with IMAP.
All the article is saying is that you don't want to configure POP3 so
that you're downloading and storing the same message to multiple
devices. Basically, you want to designate one system as the system that
will store all of your messages long term, and on this system you'll
want to download your messages and remove them from the server. On the
other devices you want to configure things so that you leave them on the
server or just delete them from the server if you delete them from your
device. This is how I had things configured when I was using POP3 on
multiple devices before I switched to IMAP.
I'm sure IMAP fans will say that POP3 is more confusing and this is why
you should go with IMAP, and that's true for people who don't want to
think through how they want to manage their email, but if you have a
strategy for how you want to work with your email, and POP3 matches that
strategy, then that's what you should go with.
People will also tell you that IMAP is a newer and more modern protocol.
You'll hear that POP3 is older and out dated. POP3 was invented in 1984
and IMAP in 1986. They're just different and have different purposes.
Neither one is newer or more modern than the other. IMAP is not a
revolutionary or innovative technology, it just syncs your email with a
server. IMAP has grown in popularity as people started to access their
email from multiple devices and multiple clients, which makes sense
since that's the whole point behind IMAP. If you don't want your email
stored on a server and you don't manipulate your email a lot from
multiple devices or clients then IMAP could just be a lot of unnecessary
overhead for you.

That's not exactly what the article said. It did recommend using IMAP
for mobile devices. It also said that you shouldn't use POP3 to download
and store your messages on multiple devices, but these were two separate
statements. Here's the passage I think you're referring to:

messages on the server or download them to your client and remove them
from the server. IMAP will always leave your messages on the server, and
if you're going to read them on a client then they will be downloaded to
that client.

I guess that depends on how much you trust your own security procedures
versus some system administrator at a large company. Plus, email stored
on your own device won't be subject to data mining or a search warrant

Are you saying that the fact that POP3 mail is stored on your own device
is the bases behind your statement that IMAP is more secure?
Note that IMASP is plenty secure for me, and it's the protocol I
switched to myself a few years ago. POP3 still has some advantages over
IMAP though, and I can see why some would still choose to use it. I'm
just suspicious of unsupported claims like this when they're counter to
common sense or my own knowledge or experience. I'd caution anyone to
take much stock in such a claim and encourage people to do more research
themselves before just taking the word of someone on a public mailing list.

mail app with the messages list in view, the next time I open it, it
opens with A message opened. Is there a way that I have been missing
all these years to force this app open with the messages list in view
