Hi,

No jailbreak is necessary - press the power button five times quickly. Be
careful though: people say it is better to turn off the phone and turn it
back on to fix the problem for a while.

In order to re-spring the device does it need to be jailbroken? will apple

I have read that you can flick around the screen using Voiceover while 
pressing the volume up button and that sometimes will fix the issue, 
unfortunately I am not so lucky... A temporary fix I have come across is if 
you turn on Airplane mode on/off it will reset the network and that will 
bring Siri back online. I did report this issue to Apple Accessibility and 
they will investigate the issue. 

In the meantime if anyone has found a more permanent solution to this 
problem please do not hesitate to share.
