This bug has been commented on I think from time to time. It seems to show up 
on a random basis, at least for me, sometimes on Facebook, sometimes when 
sending an email based off of a Safari link, and very occasionally in the email 
app itself. Voiceover talks when I am talking, and I see that as a definite bug 
that needs to go away. I have reported it to Apple accessibility. I like 
hearing what it put in after I am through dictating, not at the same time.
