It is family after all and I assume you wouldn’t add family members to family sharing if you weren’t getting along with them. Therefore, just make sure they understand that any purchases they make come off your card and arrange for them to pay you back. I believe there is an alternative, though, and that would be for them to buy an iTunes gift card and add it to their account. I am pretty sure that any purchases they make from their own Apple Id come off the gift card balance first. On the other hand, if you find a good deal on a gift card like sometimes when you can buy them for 20% off, you can safely add them to your account without the balance getting used up by family purchases. All purchases made by a family member are billed to the credit card on file and I know this for sure because I have a balance on my account and when my wife purchases something it is billed directly to the card on file.
