Correct, any balances on a family member's account will be used first,
then the credit card shared by you the organizer.

Hi.
I was going through email today, when I got an interesting surprise. I saw
that my Brother purchased an iTunes song through my family sharing. I set this
up so that he, my Mom and my Dad could use iTunes music, so I don’t want their
purchases in iTunes to come off my card. Is there a way to have them have
their own info in iTunes for purchasing items, and, at the same time share the
family setting of music?
