With Call audio routing, the audio of incoming calls can be automatically routed to a speaker phone or headset instead of the iPhone receiver.
I suppose it's in Accessibility because you also have the option of routing incoming calls to a hearing aid. It can be changed in Accessibility under Incoming Calls.
