VoiceOver speaks in different languages for a good reason. Visually a
globa that goes round and round appears on screen. So we know what it
is, VoiceOver speaks in all the possible languages, then starts at the
beginning and so on.

No, even if you double tap when another language is displayed, the setup will
continue in English. I assume the phone already knows that it is in North
America.
There really isn't that much to tab on and even in many other languages other
than the Asian ones or maybe Russian etc. you sort of get the idea of what it
means.

Ok and if it is not spoken in english then how do you know what to doubletap.
If you doubl tap on someing in another language then won't the setup proceed in
that language?

In the past this screen has proven problematic with voiceover.
I dont' remember what i did to get past it.

Maybe its not a problem with IOS9 just can't remember.
If I can give her a way to do it reliably I would prefer that as opposed to
going over there to do it for her.
