I haven't seen that one either. One improvement I've seen in mail is now Messages download on the mail app is loaded. Would 9.02, I would start mail in the mail wouldn't generally come in. As I grew impatient, I would close the app and re-launch it in the mail came in. Now it's coming in is it supposed to. So in my opinion, mail is much improved in terms of performance in 9.1.
