Hi Ari,

I think you are confusing SIRI and Voiceover. In iOS 9 you can use either the 
US male or female SIRI voice as your Voiceover language instead of the default 
female voice in either compact or high quality (Samantha).
Selecting which voice is being used for SIRI is, of course, in Settings > 
General > SIRI.
Selecting which voice you want to use for Voiceover is in Settings > General > 
Accessibility > Voiceover > Speech. Here you can change the default voice by 
tapping on Default Dialect or you can add another language, select US English 
and then choose a voice other than hat you use for the default dialect. For 
example, if you use Samantha High Quality as default, you could select either 
the female SIRI, male SIRI or alex voice to use as an alternative.
Once set up, all you have to do is turn the rotor to Language and flick up or 
down to select the other voice. Of course you can also add even more languages 
either if you are bilingual and need another language (for me this would be 
German) or you could add more English voices like English UK or English 
Australia. In any of them you now have the option to use either the compact or 
high quality default voice for that language or any available SIRI voices.

It's working again. The gender options showed up. Female was selected, but I 
double-tapped on it again, just to make sure. Go figure. This is so strange!
