over the last 30 years or so, I have seen prototypes for various kinds of systems to assist the blind to navigate independently. Many paired receivers wiht transmitting devices. The problem with this concept is that it requires government or some other large entity to invest large sums of money to construct the needed intrastructure. With few exceptions this simply has never happened. The technology may exist, but the political will does not.
