The purpose of the screen curtain is to offer privacy and it does this perfectly. Apple does not say that turning on the screen curtain saves battery and it is not designed to reduce whatever brightness level you set. As far as I understand it, it just fills the screen with black pixels so that nothing else can be seen. Setting the brightness to 0% only means the backlighting is all the way off, but it is still perfectly possible for a sighted person to see what is on the screen especially if they look directly at it in a not too bright place. If it was very bright in the room or outside in sunlight and somebody looked a bit from the side chances are at 0% brightness very little could be seen.
