I don't understand your message. There is a penalty to the poster. Their
questions and answers posted to the list will be delayed, so they won't
get answers to their questions as quickly as they would normally.
There's also a chance that inappropriate messages won't make it to the
list at all. These all seem like penalties to me.
I agree it's more work for the moderator though.
