Place two fingers on the screen, a little ways apart, and rotate them
to the right or left, until you reach adjust value. Then flick up or
down to adjust the value. Up goes higher, and down goes lower. If you
find your having trouble with this gesture, you might want to go
practice it in the VoiceOver practice area of settings. You get to
that by going to Settings/General/Accessibility/VoiceOver/voiceover
practice.

Once you've got this working correctly, one cool thing is that you
can double-tap and hold, then slide your finger up or down to
quickly adjust the picker.

placing my finger on the lower right hand corner of the phone.
Or, perhaps it's in the lower middle of the phone screen, just
above the home button. Next time, place your finger on the bottom
part of the screen after you select the picker, you should be able
to swipe to your selection after making that area become active.
