I seem to have a similar problem with Shiprack doing the behavior you described although I'm not sure exactly what triggers it. The latest instance was after iOS 9.2 came out even though I'm still running iOS 8.3. I've found uninstalling and reinstalling the Shiprack app fixes this problem for me in past occurrences.
