That is indeed strange since it would seem you are the only person who has this 
issue at this point with iOS 9.2. When I recently lost my 6S I used my Mom's 
new 6S Plus, my wife's iPhone 6 and now I am again using my old 5S and 
everything works perfectly with Voiceover before, during and after a phone 
call. I would definitely try the reset network settings and if that doesn't 
help backup your phone and try a restore then set up as a new phone and test 
it. If this fixes the problem you can restore from your backup (preferably make 
an encrypted backup with iTunes) and hopefully this won't reintroduce the 
problem. If this does not fix the problem and you bought Apple Care I'd ask to 
have the phone replaced. Having such an issue when it shouldn't be there to me 
is a major problem, after all, the iPhone is a phone and one should be able to 
make and eceive phone calls without loosing Voiceover. Wasn't there an issue 
with some of the 128 Gb iPhone 6 models?

To answer your questions Sieghard; I’m using a 128 Gb iPhone 6 with iOS 9.2 
installed.  I should that I never installed iOS 9.0 nor 9.1 because I was 
burned so badly with the iOS 8 fiasco — Apple should realize that trust is a 
very precious disposition and needs to be consistently earned!

The phenomenon of VoiceOver locking up happens whether I answer or initiate a 
phone call.  Typically, I find myself using the HOME button sequence to disable 
VO and then re-instate VO.
