Yes, A T & T Wireless does offer WiFi calling, assuming that you have a
standard wireless plan. That is to say, I am not certain if the feature is
offered on the pay-as-you-go plan.
To enable the feature in iOS 9.x:
1.
From the Settings menu, select Phone.
2.
Select WiFi calling and follow the prompts.
