Maybe I'm misunderstanding the issue or the question, but I'd assume
wifi calling would come in handy if you have little or no cellular
service. It would also be good if you didn't have any more calling
minutes left on your plan. Googling gave this additional information on
why you might appreciate this feature

Yes, A T & T Wireless does offer WiFi calling, assuming that you have a
standard wireless plan. That is to say, I am not certain if the feature
is offered on the pay-as-you-go plan.
To enable the feature in iOS 9.x:
1.
From the Settings menu, select Phone.
2.
Select WiFi calling and follow the prompts.
