If you look for it you will always find articles online discussing beta features and while Cara doesn't like it when beta testers who are on the list actively discuss beta versions, I don't think she has a problem if somebody posts an article that is publically available.

Your assumptions are correct. If you read down through the thread, you'll see that someone posted a link to an article on IOS 9.3, which apparently has some new 3D touch features. Someone asked if 9.3 would only be available for 3D touch capable phones, but I don't think anyone is violating an NDA to say that there will be more in 9.3 then just 3D touch enhancements. IMHO, no one on this list violated their NDA. The author of the article may have violated their NDA, but I'm not going to police the blogosphere on Apple's behalf. Obviously, it's up to Cara and Mark to determine if anyone violated their NDA or the list rules, and I'm happy with them making that determination.
