Hi. I have an iPhone 5 and an Apple TV 4. I've done air play to it, and, at first, the audio level seemed low to me also. Here's how I fixed my issue.
Press the volume up button on the iPhone to increase the audio level to whatever you're streaming to. It worked for my situation. Hope this helps. Have a blessed day.
