Yes, I needed apple care more then accessability because it was billing 
related, but was not sure whom to call as I could not see my billing and was 
not sure if it was accessability related or another problem as I could not 
access my list of receipts. They just would not show up in the itunes store.

If you have Apple Care, you can also call 1-800-275-2273. And, for
what it's worth, I have also gotten disconnected with Apple Care, only
once but it was annoying. I did eventually get my issue resolved with
their help.
