hmmm. well, it appears that the OP might have actually had a problem with his cellular carrier. I see this more often than not in areas where the signal level varies. Most of the time, it isn't an issue here, but I have encountered this problem on more than one 800 number with automated call handling. What happens is that the line might change states and it tricks the computers at the carrier into believing the call was dropped on the far end.
So, there are 2 possible scenarios here. anyway, I haven't had to use apples accessibility call center in a while.
