You probably know this, but double tap and hold on the app you want to move. Slide your finger to the left edge of the screen to go back one screen or to the right to go forward. You have to raise your finger as soon as you hear "moving to page, etc." It can be a bit tricky to stop in time.
I don't know if this is still the case, but it used to be said that sighted could connect the device in iTunes and very easily drag and drop apps from screen to screen. If this still works, it is probably the best way of doing major housekeeping.
